Lighting lives in 9405, metal fittings in 8302 — and a lamp with a built-in fitting does not belong to both.
LED luminaires start at 9405.11, other electric luminaires at 9405.19; chandeliers and ceiling or wall fittings at 9405.21 (LED) or 9405.29. Loose LED bulbs and modules are earlier, in 8539. Base-metal fittings designed for furniture are 8302.42, fittings for buildings 8302.41, hinges 8302.10 and castors 8302.20.
Which code applies?
Split the shipment into luminaires, light sources and fittings before you look for a code. The furniture HS guide covers the furniture body these parts go into.

Luminaire, light source, fitting
Ask in order: is it a complete fitting? what is the light source? what material carries the load? Those three answers place almost every item in 9405, 8539 or 8302.

What to send with the shipment documents
- Photo of the fitting with the light source in place, and the wattage on the label.
- Mounting method: recessed, surface, track, cabinet-mounted.
- For hardware: base metal, finish, load rating, and whether it is packed inside furniture.
- A line-by-line invoice separating fittings from light sources and from loose hardware.
Electrical goods also attract destination safety rules that have nothing to do with the HS code — certification is checked separately from classification.
Lighting and hardware FAQ
Is an LED bulb the same as an LED luminaire?
No. A bulb or module sold on its own is a lamp or a part of a lamp (heading 8539), while a complete fitting — a batten, downlight or panel that takes a light source — is a luminaire in 9405. Importing both on one line is a common reason for a broker query.
Does “designed for LED” change the six-digit code?
In HS 2022 the luminaire subheadings split by light source: 9405.11 for fittings designed for LED light sources and 9405.19 for other electric luminaires. The same split appears in the ceiling and wall group at 9405.21 and 9405.29.
Where do hinges and drawer slides go?
Heading 8302 if they are base metal fittings: hinges at 8302.10, castors at 8302.20, mountings and fittings for furniture at 8302.42. A hinge supplied inside a cabinet carton is still a cabinet component for classification purposes — but if the fittings are invoiced separately they need their own line.
Is a bathroom mirror with a built-in light a luminaire or a mirror?
It depends on the essential character. A mirror whose main function is lighting falls in 9405; a mirror that merely has a light strip usually stays with the mirror. Describe the function, not the finish.
Do luminaries for furniture differ from building fittings?
Yes at the fitting level: cabinet and display lighting designed to be mounted on furniture is still a luminaire in 9405, while the hinges and handles that mount it belong in 8302. The split is by function, not by the project they end up in.
What documents settle the branch quickly?
A product photo with the light source visible, the light source type and wattage, the mounting method, and the material of any structural part. For hardware: material, load rating and mounting surface.
