ISPM 15 والتبخير والخشب الصلب: إدخال الأثاث الخشبي عبر الجمارك

باختصار

  • ISPM 15 is an international standard for wood packaging material: treatment by heat (HT) or methyl bromide (MB), then the IPPC mark with country code, producer number and treatment code.
  • Packaging made wholly of processed wood — plywood, particleboard, OSB — and wood 6 mm thick or less is exempt; a Chinese project buyer’s post calls plywood crates the fast route because they need no certificate.
  • A logistics post with 745 likes warns that the details on a fumigation certificate — pallet count, size, container number — must match the goods exactly, or the cargo can be held.
  • An exporter’s checklist lists 12 countries requiring treated wood packaging, but omits the EU and UK, which apply ISPM 15 too — lists like this are a starting point, not a rule book.
  • Finished furniture is not ISPM 15 packaging, but Australia and New Zealand can inspect solid timber, bamboo and rattan furniture itself.

ISPM 15 applies to wood packaging — crates, pallets, skids and dunnage — not to finished, processed furniture. Solid-wood packaging must be heat-treated or fumigated and stamped with the IPPC mark; plywood, particleboard and OSB crates are exempt. Solid timber, bamboo and rattan furniture can still face biosecurity inspection in some countries, notably Australia and New Zealand, so the furniture and its packaging need to be declared consistently.

Does solid wood furniture need fumigation for export?

Usually the packaging does, not the furniture: ISPM 15 covers crates, pallets and dunnage made of solid wood, while finished furniture is a processed product outside the standard. Whether the furniture itself needs treatment is a destination-country question, and only a few markets routinely ask it.

Item in the container ISPM 15? ما يجب التحقق منه
Solid-wood crate, pallet, skid, frame or dunnage نعم HT or MB treatment and a legible IPPC mark on each piece
Plywood, particleboard or OSB crate No — processed wood Keep it free of solid-wood battens, or treat those
Cartons, foam and film لا Nothing under ISPM 15
Finished solid-wood furniture لا Destination biosecurity rules; Lacey Act and similar declarations
Bamboo, rattan or raw-bark pieces لا Higher biosecurity attention in Australia and New Zealand

In the comments of the Chinese logistics post, a reader asks whether solid-wood products packed in cartons need fumigation; the author says yes. That is true for some destinations and buyers, not a general ISPM 15 requirement. Decide it per market with your forwarder and broker.

What does ISPM 15 require for crates and pallets?

Approved treatment and a permanent mark on every piece of solid-wood packaging. The mark shows the IPPC symbol, the country code (CN for China), the treatment provider’s number and the treatment code — HT for heat treatment, MB for methyl bromide.

  • Heat treatment raises the wood core to the standard’s temperature for a set time and leaves no residue; most furniture exporters prefer it.
  • Methyl bromide fumigation is still accepted in many markets but restricted in others, and can leave an odour buyers notice.
  • Paperwork must match. The 745-like post compares fumigation to a “pest sauna” and warns that pallet numbers, dimensions and container numbers on the certificate must match the goods; a mismatch is treated like no certificate.
  • Timing. A project buyer writes that a fumigation certificate is valid for only 21 days, so treatment should be scheduled close to loading.

A US-focused customs post in our guide to furniture HS codes recalls a whole container refused because the IPPC mark was illegible — the stamp matters as much as the treatment.

Most fumigation trouble with furniture shipments is not about the furniture. It is about a few untreated battens a factory added to stop a crate shifting, or a certificate typed with the wrong pallet count. Packaging is part of the order, and it deserves a line in the spec and a photo in the inspection report.

Which countries check wood packaging and solid wood furniture?

Almost every major furniture market applies ISPM 15 to wood packaging, and a few also inspect the furniture itself. An exporter’s checklist on Xiaohongshu lists Australia, the US, Canada, South Korea, Japan, Indonesia, Malaysia, the Philippines, Israel, Brazil, Chile and Panama; the EU and UK apply ISPM 15 as well.

  • Australia. Sea containers need a packing declaration covering the packaging, and solid timber, bamboo and rattan furniture can be inspected or directed for treatment on arrival.
  • New Zealand. Wood articles and cane furniture are checked under biosecurity import standards; bark and insect damage draw attention.
  • الولايات المتحدة. Non-compliant wood packaging is typically refused and re-exported; wooden furniture also needs a Lacey Act declaration.

Readers of the fumigation posts ask the practical questions — and the answers are not always right.

  • Where to get it done. Asked where fumigation is carried out, the author says to let the forwarder arrange it; there is usually a provider beside the container yard.
  • Clamped frames count. A reader asks whether plywood-clamped wooden frames need fumigation; the answer is yes if any part is solid wood.
  • Products versus packaging. A reader is told that solid-wood products in cartons also need fumigation — true for some buyers and markets, but not what ISPM 15 itself requires.

Is China’s export inspection the same as fumigation?

No: export inspection is a Chinese customs control on certain goods, while ISPM 15 treatment is a biosecurity step for packaging demanded by the importing country. Wooden furniture is commonly handled as a statutory-inspection export in China, so the factory or its agent arranges inspection before declaring; treatment of crates and pallets is booked separately, often near the container yard — a commenter under the logistics post says forwarders usually know a provider there.

How can buyers avoid fumigation problems?

Specify the packaging as carefully as the furniture.

  1. Ask for plywood or OSB crates where a crate is needed; they avoid ISPM 15 treatment altogether.
  2. If solid-wood pallets or battens are used, require the IPPC mark on every piece and a photo of it before loading.
  3. Check certificate details against the packing list: pallet count, dimensions, container number.
  4. For Australia and New Zealand, declare solid timber, bamboo and rattan pieces clearly and keep them clean of bark.

كيف تتعامل Source Foshan مع ذلك

We specify export packing as part of each order and re-pack goods to export standard in our Foshan consolidation warehouse before they are labelled by room and loaded. Every item is inspected against the confirmed spec with a photo and video report, and loading photos follow. We coordinate export documents, customs and door-to-door delivery with the forwarder, so packaging declarations and certificates can be checked against the packing list before the container leaves.

التعليمات

Does ISPM 15 apply to furniture?

Not to finished furniture itself. ISPM 15 covers wood packaging material such as crates, pallets and dunnage. Some countries apply their own biosecurity checks to solid timber furniture.

Do plywood crates need fumigation?

No. Packaging made wholly of processed wood such as plywood, particleboard or OSB is exempt from ISPM 15. Any solid-wood battens or skids attached to it must still be treated and marked.

What is the difference between HT and MB on a pallet stamp?

HT means heat treatment and MB means methyl bromide fumigation. Both are ISPM 15 treatments; heat treatment leaves no chemical residue and is widely preferred.

Does solid wood furniture need fumigation for Australia?

The furniture is not ISPM 15 packaging, but Australia can inspect solid timber, bamboo and rattan furniture and may direct treatment. Wood packaging must be compliant and declared on a packing declaration.

What happens if pallets are not ISPM 15 compliant?

The importing country can order treatment, removal or re-export of the packaging, sometimes the whole shipment, at the importer’s cost. Check marks and certificates before loading.
