Кратко

  • The US orders on деревянных кухонных шкафов и тумб под раковину из Китая took effect in 2020 and cover kitchen, bathroom and similar cabinetry designed for permanent installation, plus components.
  • Scope is defined by the written product description; HTS numbers listed in the order — typically under 9403.40, 9403.60 and wooden-parts lines — are for convenience only.
  • Rates are company-specific and high; exporters without their own rate fall under a China-wide rate (at the time of writing — confirm with your broker).
  • The US system is retrospective: the cash deposit paid at entry can be revised up or down in a later review, and the importer carries that liability.
  • Quartz countertops have been subject to separate US orders since 2019, so a cabinet-and-top package can meet two cases at once.

Since 2020 the United States has applied anti-dumping and countervailing duty orders to wooden cabinets and vanities from China, including their components. The duties are high, specific to each exporter, and apply on top of ordinary and other tariffs; the orders are defined by product description, so changing the HS code or shipping doors and carcasses separately does not avoid them. Buyers with US cabinetry projects should check scope and rates with a customs broker or trade lawyer before choosing a supplier.

What are the anti-dumping duties on cabinets from China?

They are two US trade-remedy duties — anti-dumping (against below-fair-value pricing) and countervailing (against subsidies) — applied since 2020 to wooden cabinets and vanities from China and their components (at the time of writing — confirm with your broker). They are collected on top of the ordinary duty and any Section 301 or newer tariffs described in our guide to о пошлинах США на мебель из Китая.

Продукт Typically in scope? Usual HS area
Wooden kitchen cabinets, base and wall units Да 9403.40
Wooden bathroom vanities Да 9403.60
Laundry, utility and similar built-in wooden cabinets Generally yes — check scope 9403.40 / 9403.60
Cabinet doors, drawer fronts, carcasses and frames Yes, as components 9403.91 and wood-product lines
Quartz countertops Separate US orders Chapter 68
Hinges, slides, pull-out baskets Usually hardware, not cabinets 8302
Freestanding sofas, tables, beds No — different products 9401 / 9403

Why doesn’t changing the HS code avoid the duty?

Because the order covers products by description, not by tariff number: if the goods match the written scope, they are in, whatever line they are entered under. Entering cabinet doors as “furniture parts”, a vanity as “other wooden furniture” or a kitchen as “flat-pack panels” changes nothing and adds a misdeclaration risk.

Search Xiaohongshu for cabinets and anti-dumping and most results are forwarders offering “solutions” — duties-paid door-to-door shipping, re-routing through third countries, “optimised” declarations — alongside headlines about containers held after cabinets were grossly under-declared. US Customs investigates evasion, and origin does not change just because the last screws were fitted elsewhere. As the importer, you carry the result.

For US cabinetry, the anti-dumping question comes before the design question. Kitchen buyers often choose a Foshan cabinet maker on finish and price, then discover at the quote stage that duty and deposit rules change the comparison entirely. If a forwarder offers to make cabinet anti-dumping duty “disappear”, the risk has not gone away — it has moved to you as importer of record.

How are anti-dumping rates on cabinets calculated and paid?

A cash deposit at the exporter’s company-specific rate is paid at entry, and the final amount is fixed later in periodic reviews — which can raise or lower it (at the time of writing — confirm with your broker).

  1. Identify the exporter and producer. Rates attach to specific Chinese companies; exporters without their own rate pay the China-wide rate, which is usually the highest.
  2. Deposit at entry. The broker files the entry as subject to the order, and the deposit is paid with the other duties.
  3. Retrospective review. An annual administrative review can set a different final rate for past entries; the difference is billed or refunded to the importer of record.

So the price comparison for US cabinetry is not factory quote against factory quote: it is landed cost including deposits, plus an allowance for review risk.

How should you plan a US kitchen or bathroom project around the orders?

Decide the cabinetry route before you design around a supplier, and get a written scope and rate check first.

  • Ask the supplier directly whether it has shipped cabinets to the US since 2020, under which company name, and what rate applied.
  • Price the full landed cost — deposit, ordinary duty, other tariffs, freight — against sourcing the cabinet boxes in another country, where manufacturing genuinely happens there.
  • Separate what is not in scope. Worktops, appliances, hardware and loose furniture have their own codes and duties; see furniture parts, hardware and lighting HS codes.
  • Unusual products — a freestanding kitchen dresser, a mirror cabinet — may merit a formal scope ruling before you order.

For projects outside the US, these orders do not apply, but other markets keep their own trade-remedy lists — check with your broker. Our кухонных гарнитурах и тумбах под раковину pages show how we run cabinetry projects.

What else can hold up a cabinetry shipment?

Wood compliance and packaging. Composite panels in US cabinets must meet EPA formaldehyde rules, wooden products need a Lacey Act declaration, and crates and pallets must meet ISPM 15 — see ISPM 15 и фумигации мебели из массива дерева. Upholstered pieces in the same container, such as banquette seating, are classified separately; our гид по HS-коду для диванов covers them.

Как с этим работает Source Foshan

We do not give legal or tax advice. For US cabinetry projects we raise the anti-dumping question before any factory is contacted, so you and your broker or trade adviser can decide the route first. Once a route is agreed, we write one specification per cabinet line, compare two or three quotes against it, track production with weekly photos and video, check custom pieces on site and inspect every item before loading. Export documents are prepared line by line from our Foshan consolidation warehouse, describing the goods as they are.

Часто задаваемые вопросы

Are there anti-dumping duties on kitchen cabinets from China?

Yes. The US has applied anti-dumping and countervailing duty orders to wooden cabinets and vanities from China since 2020, including components. Rates are company-specific (at the time of writing — confirm with your broker).

Do the cabinet anti-dumping duties apply to bathroom vanities?

Yes. Wooden bathroom vanities are named in the same US orders as kitchen cabinets, and their components are covered too.

Can I avoid anti-dumping duty by shipping cabinet parts?

No. The orders cover components such as doors, drawer fronts and carcasses. Declaring them under a different code does not take them out of scope and adds misdeclaration risk.

Do US cabinet anti-dumping duties apply in Canada, the UK or Australia?

No, US orders apply only to US imports. Other countries keep their own trade-remedy lists, so check with a local broker before ordering.

Who pays anti-dumping duty on imported cabinets?

The importer of record pays the cash deposit at entry and carries any later increase set in a review. That is why a duties-paid offer from a forwarder deserves close scrutiny.
